Assessment of the quality of governance has so far relied on socioeconomic statistics and expert opinions, while largely neglecting citizens satisfaction with their government in six Asian-Pacific countries: America, Australia, China, India, Japan, and Russia. I found citizen satisfaction with the public services they receive, such as education, healthcare, and public safety, matters most in their assessment of government performance. Individual satisfaction with income, job, and housing also matters. The respondent will disapprove government performance if he or she (...) thinks corruption is serious in government, or elected officials stop caring about citizens once voting is finished. In terms of macro variables, economic condition of a country seems to matters significantly. Especially, if a country's economy is growing fast, citizens are much more likely to be satisfied with government performance. Large within-country variations exist in countries such as China and India, where citizens of different cities or regions may give rather different assessments of government, suggesting many contextual variables not captured by this study. Lastly, citizens evaluation of governance quality, such as the World Bank Governance Index. This raises both methodological and normative issues regarding the proper approaches to measuring good governance. (shrink)

I would like to thank Dr. Gabaccia for her intriguing essay on the origins of the term "nation of immigrants." It really has helped me think about immigration with more historical richness. In my own work, I examine what goes into transnational and diasporic identities. I understand transnational identities as those operating between the loyalties of two or more countries. Going against perhaps unidirectional ways of understanding the immigrant as a foreigner entering into a country, I understand the immigrant identity (...) within a transnational framework where the immigrant negotiates between more than one country. This study examines the impact of corporate governance on the financial performance of Asia Pacific stocks in three Asian countries: Malaysia, Thailand and Singapore. By including a sample of 159 firms listed on three Asian stock markets from 2013 to 2017, this study found that the effects of corporate governance mechanisms vary significantly among the three Asian markets. Specifically, this study shows that board size has positively influenced listed firms' financial performance in the Singapore Exchange. However, (...) our findings show that board size has negatively affected listed firms' financial performance in Thailand's Stock Exchange. In addition, our results reveal that board independence has negatively influenced listed firms' financial performance in Bursa Malaysia. Finally, this study provides implications for regulatory authorities in the Asian stock markets to separate between chairman and CEO roles since most Asian firms are owned and directed by business families. How do we understand the roots of modern identities and subjectivities (citizen, labour migrant, artist, member of a global faith community) and the cosmopolitan imaginaries and practices embraced and generated in the Asia Pacific region? Writing from a range of disciplines, and diverse sites, the authors explore the ways in which identities are recognized and contested, subjectivities dislodged and reconstituted in the contemporary world, and the role of dialogic scholarly practices in engaging, stimulating and promoting emergent subjectivities and identities.

By demonstrating that many of the concepts and styles associated with Modernism were actually derived directly from cultures such as Japan, China, Korea, India, Egypt, Assyria, West Africa, and the Pacific Islands, this book provides an entirely new way of looking at the evolution of Modernist art and literature in the West.

Despite its long history of refugee crises, Asia lacks effective refugee protection mechanisms. Most Asian states resist ratification of the international refugee laws, and many international organizations are ineffective and lack concrete legal and political approaches to protecting refugees. Asian civil society, particularly Asia Pacific Refugee Rights Network, collaborates to protect refugees by employing alternative frameworks. This paper argues that Asian civil society aims to challenge the nature of refugee protection in Asia. Instead of encouraging states (...) to ratify the 1951 Convention Relating to the Status of Refugees and 1967 Protocol Relating to the Status of Refugees, APRRN stimulates national-level implementation of refugee protection principles and practices from below. It engages its members in global decision-making by mobilizing and sharing resources with them. APRRN frames refugee protection as international human rights issue instead of as a national security concern. (shrink)

The Institute of Pacific Relations was an international non-governmental organization in the Asian-Pacific region after the First World War. Chinese Institute of Pacific Relations was an intellectual group with strong liberalism color converted from a desultory organization with Christianism color. In order to investigate the practical condition of Japanese power in Northeast China from all aspects, Northeast China PTPI played an important role. At the same time, major leaders of Northeast China PTPI were present at the (...) international Pacific academic conference, and discussed the following issues: historical origin of northeast China, foundation of treaties signed by foreign countries about their rights in northeast China, and economic interest and railway issues of big powers in northeast China, etc. At the conference, Chinese delegates made known to the world the secret of Japanese imperialism invasion in China and the world, namely, “Tanaka Memorial”. The rise of blockchain as a techno-solution in the development sector underscores the critical imbalances of data power under ‘computational capitalism’. This article will consider the political economy of techno-solutionist and blockchain discourses in the developing world, using as its object of study blockchain projects in Pacific Island nations. Backed by US State Department soft power initiatives such as Tech Camp, these projects inculcate tech-driven notions of economic and political development, or ICT4D, while opening up new terrains for data (...) accumulation and platform control. Blockchain developers in search of proof of concept have found the development sector a fecund space for tech experimentation as they leverage a desire for tech-development and exploit regulatory weakness. The material implications of blockchain projects and discourse have been to create governance solutions which bypass the developing world state as a largely corrupting intermediary. In the Pacific, this has meant blockchain supply-chain management systems, proprietary financial innovation in humanitarian relief and an Asian Development Bank project to manage indigenous Fijian lands exclusively on the blockchain. In all these instances, discourses of solutionism, innovation and data empowerment have been deployed in aid of blockchain cartographies of control. (shrink)

This paper makes three related points. First, Japan has played an instrumental role in helping to define the shape and substance of multilateralism in Asia in ways deeper than scholarly literature on Asia's regional architecture has allowed. A key driving force behind Japan's contributions is the perceived utility of multilateralism in facilitating Japan's engagement of and/or balancing against China. Second, Japan has been able to achieve this because of the United States' support for Asian multilateralism and Japanese security interests. (...) In the immediate post-Cold War period, Japan facilitated US participation in regional arrangements such as the Asia-Pacific Economic Cooperation and the ASEAN Regional Forum. But Japanese ambivalence over its dependence on the United States was also apparent in Tokyo's attempts to exclude Washington from the newly formed East Asia Summit in late 2005, despite Japan's felt need to balance China. Japan's reliance on quiet diplomacy and an implicit regional leadership has equally been instrumental to its achievements in regional integration. Third, in the light of Japan's longstanding aim to become a normal military power and adopt a more assertive policy toward China, Japan‒US security ties are likely to deepen with negative consequences for Asian multilateralism. However, if its ties with China and South Korea worsen over their islands disputes in the East China Sea, Japan risks undermining its relations with the United States. How Japan balances its normalization with a continued engagement with multilateralism could be key to a stable and secure Asia. (shrink)

The rise of “the rest,” especially China, has triggered an inevitable transformation of the so-called liberal international order. Rising powers have started to both challenge and push for the reform of existing multilateral institutions, such as the International Monetary Fund, and to create new ones, such as the Asian Infrastructure Investment Bank. The United States under the Trump administration, on the other hand, has retreated from the international institutions that the country once led or helped to create, including the (...) Trans-Pacific Partnership ; the Paris Agreement; the Iran nuclear deal; the Intermediate-Range Nuclear Forces Treaty; the United Nations Educational, Scientific and Cultural Organization ; and the United Nations Human Rights Council. The United States has also paralyzed the ability of the World Trade Organization to settle trade disputes by blocking the appointment of judges to its appellate body. Moreover, in May 2020, President Trump announced his decision to quit the Open Skies Treaty, an arms control regime designed to promote transparency among its members regarding military activities. During the past decade or so, both Russia and the United States have been dismantling multilateral arms control treaties one by one while engaging in new nuclear buildups at home. (shrink)

This article examines the planningand execution of scientific field work in thepost-war Micronesian Trust Territory, under theaegis of the Pacific Science Board (within theNational Research Council). It argues that thework of the PSB can be characterized as both`big natural history', and routine `frontierscience' in that scientific expertise wasintended to aid in managing the Trust. It alsoexamines the limitations of scientists whostruggled to extend American conservation andpreservation strategies on distant Pacificfrontier territories.

The first session was titled “The Boundaries of Knowledge in Buddhism, Christianity and Science.” The theme for the second session was “Buddhist-Christian Dialogue in an Age of Science.”The (...) first session, a panel discussion of The Boundaries of Knowledge in Buddhism, Christianity and Science, edited by Paul Numrich (Göttingen: Vandenhouek and Rupricht, 2008), considered the epistemological questions raised by Buddhist, Christian, and scientific insights on the inadequacies of conceptualization and language for understanding reality. The project that produced the book was funded by the Templeton Foundation, which also generously supported this panel.After a welcome by moderator Miriam Levering (University of Tennessee), the book’s editor, Paul Numrich (Theological Consortium of Greater Columbus), gave a brief overview of the volume, followed by reflections on their chapters by two contributors: Dennis Hirota (Ryukoku University) and Paul Ingram (Pacific Lutheran University). Amos Yong (Regent University School of Divinity) responded to Hirota’s chapter, and Sandra Costen Kunz (Phillips Theological Seminary) responded to Ingram’s. Hirota and Ingram each made a few remarks on these responses, leading into an open discussion including other contributors to the book: John Albright (Lutheran School of Theology), Roger Blomquist (Argonne National Laboratory), Tom Christenson (Capital University), and David McMahan (Franklin and Marshall College).Hirota’s paper, based on his chapter “Shinran and Heidegger on Truth,” examined the epistemology of Shinran (1173–1263), founder of the Japanese Shin Pure Land Buddhist tradition. Hirota noted that for both Shinran and Martin Heidegger (1889–1976) [End Page 197] truth is less a matter of asserting propositions and more a matter of the recognition and turning away from prior perceptual distortion. This permits the emergence of a new structure of awareness, an emergence that parallels Thomas Kuhn’s paradigm shifts in scientific understanding.In his response, Yong called for a greater role for different “particularistic or even confessional approaches” within “the religion-science discussion.” He thus noted with appreciation the grounding of Hirota’s paper in a Buddhist tradition that is not “broadly Tibetan,” like much work in Buddhist-science dialogue. He compared and contrasted Shinran’s teachings about the corruption and purification of human reason with those of the Council of Dordt’s five-point condensation of Protestant reformer John Calvin’s soteriology, pointing out that both have a salvific intention.Ingram argued that while science has amassed reliable information about physical reality, and Buddhist and Christian practitioners have amassed reliable knowledge about the structures of human experience, all three traditions confront epistemological boundaries imposed by their methods of inquiry. Questions arising at these boundaries form the foundation for a science-Buddhism-Christianity trialogue. Noting that science demonstrates that “nature is rooted in a realm... only half-translated into our phenomenal experience,” Ingram reviewed how scientists and Buddhist and Christian practitioners “work back from relevant experiences on the phenomenal level, and then ask what hypothetical reality might constructively explain these experiences.”Kunz pointed out that in his examples of “working back” from experience toward hypotheses, Ingram cites many reasons for epistemological humility. Noting her research on how methods of Christian spiritual discernment might yield hypotheses for reducing the ecological crisis, she argued that Christians who have ignored the boundaries of human knowledge have contributed to this crisis. She suggested that if Western Christians who teach spiritual discernment took Buddhist and current neuroscience insights about human knowing more seriously, their teaching practices might differ less from those of non-Western Christians.The second session, chaired by Amos Yong (Regent University), was a roundtable discussion of Paul O. Forecasting is fraught with difficulty, but the dynamic Asia?Pacific region is unlikely to remain static in its present configuration. This paper offers 7 scenarios for the future of integration of the Asia?Pacific that take into account economic, strategic, and cultural dimensions of change, and the kinds of events that could trigger regional reconfiguration. The scenarios are aligned along a continuum from low to high tension: (1) a formal, multilateral security regime, (2) a concert of Asia, (3) the status (...) quo of integration under Western hegemony, (4) integration without China, (5) a neo?Confucian cultural zone, (6) tripolarization, and (7) a new cold war between the U.S. and China. The most important bilateral relation shaping the Asia?Pacific future is the U.S.?China relation. If this relationship is well managed, and if regional multilateral institutions continue to develop, tensions in the region are likely to remain low. But the potential for serious conflict over Taiwan, Korea, trade issues, and Asian vs. Western values remains very real. (shrink)

PurposeAsian Americans comprise 21% of matriculating medical students in the United States but little is known about their mental health. With the growing focus on addressing the mental health of medical students, this systematic, nationwide survey assesses the relationship between anxiety and depression symptoms and coping skills among Asian American medical students.Materials and methodsA survey tool comprised of Patient Health Questionnaire-9, General Anxiety Disorder-7, and questions related to coping were emailed to members of the Asian Pacific American (...) Medical Students Association enrolled in a United States medical school during the 2016–2017 academic year. We evaluated associations between anxiety and coping as well as depression and coping.ResultsA total of 511 Asian American medical students completed the survey. Anxiety symptoms were positively correlated with an increase in negative coping skills. Depressive symptoms were not correlated with an increase in negative coping skills.ConclusionProfessionals and medical schools that aim to improve the mental health of medical students should be aware of the needs of specific populations. Asian American students who experience anxiety were more likely to utilize avoidant or negative coping strategies. In addition, Asian American students who experience depressive symptoms were not more likely to utilize these negative coping strategies. Further research must be done to evaluate the factors that influence the use of negative coping strategies to better address anxiety within the Asian American medical student population. (shrink)

The study reported in this article examines the relationships between nationality, gender, and religiosity and business ethics attitudes in four countries in the Asia-Pacific region. Using a survey approach, university business students in Australia, New Zealand, Hong Kong, and Singapore were asked about their attitudes regarding business-related ethicality using a six-item scale of ethicality that was reported in the literature. Business students are appropriate for this study as they are “future business leaders.” For nationality significant differences emerged for only (...) two of the six items. There was no significant difference in total ethicality, and the values were positive in all countries. In general, females were reported being more ethical than males, particularly in New Zealand and Singapore. For religiosity, overall, there was a significant difference in ethicality where those respondents reporting being “very religious” also reporting being more ethical. For individual countries, significance did emerge for Australia and New Zealand. (shrink)

Contemporary bioethics education has been developed predominately within Euro-American contexts, and now, other global regions are increasingly joining the field, leading to a richer global understanding. Nevertheless, many standard bioethics curriculum materials retain a narrow geographic focus. The purpose of this article is to use local cases from the Asia-Pacific region as examples for exploring questions such as ‘what makes a case or example truly local, and why?’, ‘what topics have we found to be best explained through local cases (...) or examples?’, and ‘how does one identify a relevant local case?’ Furthermore, we consider the global application of local cases to help extend the possible scope of the discussion, opening new avenues for the development of practical bioethics educational materials. We begin with a background description and discussion of why local cases enhance bioethics education, move to an overview of what is currently available and what is not for the region, and then outline a discussion of what it means to be local using example cases drawn from Hong Kong, Australia, Pakistan, and Malaysia. We are not creating a casebook but rather constructing by example a toolbox for designing active and dynamic learning cases using regional diversity as contextualised cases with generalised principles. Samuel Huntington's influential clash of civilizations hypothesis (Huntington, 1993; Huntington, 1996) has been widely debated, but empirical tests of his ideas about core states remain limited at the micro-level. In this paper, we bring new evidence to bear, focusing on the : Greater Asia and the Pacific. Using the AsiaBarometer, we examine the extent to which publics in the region identify with the core states of the supposedly most contentious civilizations in the region and the factors that influence those (...) perceptions. We give attention to the role of globalization and nationalism and whether both may be subsumed by religiosity as Huntington suggests. Our descriptive evidence affirms some of the tensions between the US, China, and Islamic-predominant Asia identified by Huntington as areas of potential conflict. At the same time, we find no evidence to suggest that attitudes toward core states are zero-sum; Asian publics often see rival powers as mutually good influences. Using multivariate analysis, we find that religiosity, as the clash paradigm surmises, boosts Iranian influence and undermines American influence in several predominantly Islamic states. We also find, contrary to Huntington, that overall exposure to foreign cultures leads to a more positive assessment of American influence among Chinese and Pakistanis, as well as American perceptions of China. When foreign exposure influences perceptions of Iran, the effect is modestly, but consistently, negative. Taken together, the findings raise questions about two key assumptions of the Huntington framework and suggest that alternative approaches in recent civilizations literature show greater empirical promise. This edited volume offers empirical, evaluative, and philosophical perspectives on the question of higher education as a human right in the Asia Pacific. Throughout the region, higher education has grown rapidly in a variety of ways. Price, accessibility, mobility, and government funding are all key areas of interest, which likely shape the degree to which higher education may be viewed as a human right. Although enrollments continue to grow in many higher education systems, protests related to fees and other (...) equity issues continue to grow. The advertising of controversial products/services and the use of controversial images to "cut through the clutter" in the marketplace appears to be increasing around the world. However, apart from the general ethical issue regarding the deliberate use of controversial/offensive images for public viewing that may offend some people, it is important to determine what makes a controversial advertisement offensive? A questionnaire was distributed to 1014 students across four different countries in the Asia Pacific region to determine what type of (...) products are seen as offensive and the reasons they are offensive. Since the end of the Second World War, the Australasian economies have fared poorly relative both to the high-income states of western Europe and North America and to the `miracle' economies strung along the Pacific coasts of Asia. This article attempts to analyze the post-war trajectories of antipodean economies in the context of the reconstruction of the world market under US hegemony after the end of the Second World War. The first section traces the rise of Japan and the (...) emergence of Pacific Asia as a consolidated nexus of densely interwoven patterns of relational networks. The second section examines how ongoing processes of capitalist restructuring undermined the Asian miracle economies. Finally, the last section seeks to analyze the causes for the disproportionately adverse impact that processes of worldwide transformation have had for the two antipodean settler states. (shrink)

In what directions is the Australian `new' middle class developing as we move towards the `Asia-Pacific century'? This paper reviews the basic structural features of the group during most of the 20th century, and suggests that a number of the arrangements which had delivered high status, material privileges and security to the group are becoming increasingly problematic. It examines evidence of the growing importance of Asian opportunities to the Australian middle class, and indications of responses to these. Interpreted (...) in the context of contemporary accounts of transformations in identity formation processes, this evidence may signal the emergence of a significant new stratum within the Australian middle class. Probably the most influential critique of social theorizing about the non-West in recent years has been one emanating from a `subalternist' perspective, by which I mean a critique mounted if not by, then in the name of, peoples/cultures/modes of thought that have been dominated culturally by `the West'. The rapid rise to prominence - economic, political, strategic and cultural - of an increasingly large number of nation states in the Asia-Pacific region poses a rather different kind of challenge to (...) western perspectives on the project of modernity, a challenge to which social theory has yet to formulate an adequate response. Focusing on Malaysia, this paper examines the claims advanced by certain members of the new Asian political elite and intellectuals that Asian countries have discovered divergent trajectories of modernization, and argues that attempts on the part of contemporary western observers to dismiss these claims have so far been unconvincing. This suggests that social theorists need in future to give more serious consideration to the possibility that the `rise of Asia' represents a new kind of modernization. (shrink)

(Purpose and object)Parties to this Convention shall protect the dignity and identity of all human beings and guarantee everyone, without discrimination, respect for their integrity and other rights and fundamental freedoms with regard to the application of biology and medicine.Each Party shall take in its internal law the necessary measures to give effect to the provisions of this Convention.Article 2. (Primacy of the human being)The interests and welfare of the human being shall prevail over the sole interest of society or science.Article 3. (Equitable access to health care)Parties, taking into account health needs and available resources, shall take appropriate measures with a view to providing, within their jurisdiction, equitable access to health care of appropriate quality. (Professional standards)Any intervention in the health field, including research, must be carried out in accordance with relevant professional obligations and standards.Chapter IIConsentArticle 5. Researchers have identified how in some rapidly developing countries, road and aviation transportation CO2 emissions are rising faster (over time) when compared to the experiences of the USA at similar levels of economic development. While suggestive of how experiences of the rapidly developing Asia are different from those of the developed world these studies have used only one developed country for comparison, the USA, arguably a special case when it comes to transportation. To address this point this research compares the (...) road transportation CO2 experiences of rapidly developing Asian economies (Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan and Thailand) with the USA and six other developed economies (Australia, France, the Netherlands, Italy, Sweden and the United Kingdom). The findings confirm previous results, to wit, Asian economies demonstrate faster annual growth of CO2 emissions in comparison to the experiences of the developed world. (shrink)

This book offers an innovative approach to the analysis of the current crisis in the South China Sea. Moving beyond the spirit of the UN Convention on the Law of the Sea (UNCLOS), the mechanisms of which are limited to physical geography, it demonstrates how epistemological insights from the field of critical realist philosophy can reveal the importance of cultural and structural conditioning processes in social interactions, processes which shape the conditions for the emergence of crisis points along a spectrum (...) of conflict and cooperation. The potential for conflict resolution and the emergence of new regions in Pacific Asia much depends on the nature of such interactions at many levels (political-economic, semiotic and cultural) based on perceptions of what constitutes the "common" versus a Sinicised version of "Lebensraum".
